Wisconsin Partnership Program
Five-Year Plan
The Wisconsin Partnership Program’s Five-Year Plan provides a framework for the distribution and use of the Blue Cross Blue Shield conversion funds. The Program organizes these resources under three main funding categories: Public Health, Education, and Research initiatives that focus on improving health in Wisconsin.
The Plan is designed to focus on Wisconsin’s unique health needs and provides a framework for ensuring that our vision of making Wisconsin the healthiest state becomes a reality.
The first Five-Year Plan for the period 2003-2008 prepared by the UW School of Medicine and Public Health and the Oversight and Advisory Committee is available below.
The second Five-Year Plan for the period of 2009-2014 is currently under development, with a final draft to be completed and posted for public comment in the fall of 2008.
The Wisconsin Partnership Program is seeking broad public input to inform the UW School of Medicine and Public Health on the preparation of the next strategic Five-Year Plan. This page describes the various opportunities for individuals to comment on the Plan’s development:
1. Public Comment Questionnaire (March – April 2008)
A general public comment questionnaire will be broadly distributed through an anonymous survey conducted by the University of Wisconsin Survey Center. The survey will ask a short series of open-ended questions to gain perspectives on where program priorities should be for the next strategic Five-Year Plan.

2. Community Forums (April – May 2008)
The Program will offer two community forums in Pewaukee and Stevens Point that are open to the public. Participants will have the opportunity to hear about the general direction of the next strategic Five-Year Plan and to provide comments to the UW School of Medicine and Public Health. The forums are scheduled on the following dates:
